MEDICAL ONLY
Oklahoma operates one of the most open and accessible medical cannabis programs in the nation — established following the passage of State Question 788 in 2018. Oklahoma has issued more medical cannabis licenses per capita than virtually any other state, creating a highly competitive and saturated market. Recreational use remains fully illegal with no adult-use ballot initiative having passed as of 2026. The Oklahoma Medical Marijuana Authority oversees all patient registration, licensing, and compliance statewide.
MEDICAL ONLY
Possession
Registered Oklahoma medical cannabis patients may legally possess up to 3 ounces of cannabis on their person, up to 8 ounces in their residence, up to 1 ounce of concentrate, and up to 72 ounces of edibles. Adult-use possession for non-registered individuals remains a criminal offense — possession of 1.5 ounces or less is a misdemeanor carrying up to 1 year in jail and a $400 fine for a first offense. Oklahoma passed State Question 820 for adult-use legalization in 2023 but it was defeated by voters. No adult-use market exists.

USAGE
Where You Can Use It
Oklahoma medical cannabis patients may only consume cannabis products in private residences or other privately owned locations where the property owner permits consumption. Public consumption of any cannabis product is strictly prohibited statewide and carries criminal penalties. No licensed consumption establishments exist in Oklahoma. All medical cannabis must be purchased exclusively through a state-licensed Oklahoma dispensary with a valid patient license card. Consumption is never permitted on federal property anywhere in Oklahoma.
DRIVING
Driving
Driving under the influence of cannabis is illegal in Oklahoma. The state enforces a per se limit — any detectable amount of THC in a driver's system is prosecutable as a DUI under Oklahoma Statutes Title 47 § 11-902. Law enforcement uses field sobriety testing and blood draws to establish both per se violations and impairment. A first DUI offense carries fines up to $1,000, license suspension of 180 days, and up to 1 year in jail. Medical cannabis registration provides no protection against DUI charges in Oklahoma.
TRAVELING
Traveling
Oklahoma does not border any legal adult-use states — making all cross-border cannabis transport a state and federal felony regardless of origin. Colorado borders Oklahoma to the northwest and has a legal adult-use market — making the northwest border corridor an active enforcement zone. Oklahoma medical cannabis patients may not travel across state lines with their medicine. All medical cannabis must be sourced exclusively within Oklahoma's licensed dispensary network within state borders.

LIMITED
Registered Oklahoma medical cannabis patients may cultivate up to 6 mature plants and 6 seedlings per patient at their residence for personal medical use. All plants must be kept in a secure location not accessible to minors or the general public. Caregivers may also cultivate on behalf of registered patients under the medical program. Home cultivation by non-registered individuals is a criminal offense under Oklahoma law.

Out-of-State Reciprocity
Oklahoma offers a unique temporary patient license for out-of-state medical cannabis card holders — one of the few states in the nation to do so. Out-of-state patients may apply for a 30-day temporary Oklahoma medical cannabis license through the Oklahoma Medical Marijuana Authority for a fee of $100. This temporary license grants purchase and possession rights equivalent to a standard Oklahoma patient license for the 30-day period. This is a significant consumer benefit that sets Oklahoma apart from most other medical-only states.
